During the 1930s, Nordhausen-Wernigerode Eisenbahn AG (NWE) was planning to modernise its fleet of railway engines. As well as receiving new steam locomotives, the company wanted to have diesel-electric railcars delivered. In 1940, Waggonfabrik Wismar supplied two railcars designed solely for transporting luggage. These railcars produced 516 horsepower for a weight of 32 tonnes, and could reach a maximum speed of 60 km/h.
