During the 1930s, Nordhausen-Wernigerode Eisenbahn AG (NWE) was planning to modernise its fleet of railway engines. As well as receiving new steam engines, the company wanted to have diesel-electric railcars delivered. In 1940, the Waggonfabrik Wismar delivered two railcars designed solely for transporting luggage. These railway models developed 516 horsepower for a weight of 32 tonnes, and could reach a maximum speed of 60 km/h.
