Testing of the two prototypes began in 1959, during the development of the Deutsche Reichsbahn's class V 60 shunting locomotives. Some construction modifications, necessary before launching series production, were tested in small series of five machines. From 1962 to 1964, the first series of 163 locomotives was delivered to the DR by the LKM Babelsberg factory. During construction of the first main series, it was decided to fit a rain protection roof over the side windows. The front fittings were also slightly modified. Unlike the front mounts on the first locomotives, which were slightly curved in relation to the vertical, implying bracket mounting of the front lights, those on subsequent machines from V 60 1053 onwards were straight with corner roundings and the lights were mounted directly on them. As a result of this new requirement, the DR's shunting locomotives were repainted orange/yellow as revisions were carried out.
